The very best way to stop puppy mills?

Don't buy from pet stores. Don't let your friends, aquaintences, and neighbors buy from pet stores.

You are not rescuing that puppy in the window. When it hits 4-5 months, if it hasn't sold, they'll discount it. Usually some poor sucker will buy the puppy then. If no one does, in another month or two, they will GIVE the puppy to rescue or a shelter (usually rescue, or shelter will give it to breed rescue.)

By buying a puppy mill puppy, you support a disgusting industry. Will your puppy be safe? Maybe. You've still got the whole gamut of lack of proper socialization, lack of den instinct caused by being raised in a cage (which can make housebreaking difficult or even impossible), health problems from unscreened parents, and everything else. And you've condemned your puppies' parents to another litter in a mill somewhere, because the pet store owner knows that your dog sold, so he'd like to get another one in like it pronto!
